I want one of my Landing pages created for a city to rank for a long tail keyword with city name included.  What strategy should i follow for both on page and off page SEO?

First and most importantly, the page needs to solve the question/problem of the long-tail keyword.

Secondly, mention the long-tail keyword at least once on the page, preferably in an h-tag and an image alt-tag.

It helps to get backlinks with the keyword as anchor text (at least partially) to the page you want to rank but that's a delicate one. Don't go out and create a couple of low-quality backlinks. Instead, think of a way to attract quality backlinks to this (and maybe similar) landing pages. It could be an infographic, a tool/widget, or creating a kick-ass piece of content and reaching out to people.

Hey Kevin! Thanks for the response. when you mention that the page needs to solve the question/problem of the long-tail keyword, Do you mean the URL shouldn't be a long tail keyword?

        Hey Vivek,

no. I mean that if you want to rank for a long-tail keyword related to a city, you need to solve what the user is actually trying to accomplish. Say, it's about the best restaurants in city x, then you need to actually put together a list of the best restaurants, make it easy to use, add reviews, etc.
