How to hire a freelance web designer for an upcoming website?
It all depends on what you need for a website.
1. eCommerce - If you or a teammate has the bandwidth and somewhat tech-savvy, you can use Shopify or BigCommerce and design the site yourself. The themes cost a fraction of what it would cost to hire a firm to do your website.
2. Generic "About Us" Company Website - Similar to eCommerce above, you can use a service like Wix, Duda, or Weebly. Note: I usually suggest Squarespace, but word on the street is that it is not good for SEO. Other note: I usually recommend Wordpress as well, but you need to keep it updated or your site will break.
3. Web App/LEAN/MEAN Stack Site - Freelancer time! If you have a limited budget, I would recommend using a site like Upwork or Fiverr; you can compare freelancers and get invite others to interview for the job. If you have a larger budget (i.e. $10,000 or more), I recommend working with a local team to build the site for you. It is very helpful to meet with the team in person so you can discuss direction and changes.
*Plug Alert* - Although I am not a dedicated website designer, I do offer that service to my clients who are looking to improve their SEO or lead generation. I'd be happy to speak with you about your needs, budget, and timing. I can also send some website examples.
