    Increasing your advertising budget doesn't necessarily mean that your ROI is going to improve or decline. If anything, increasing your advertising budget may result in a worse return on ad spend because your ads are being shown more but clicked on less.

    I would recommend looking at other components of your advertising campaign such as the keywords/audiences you are targeting and the landing pages being used on your ads as those two factors may have the biggest effect regarding your ROI. Try removing all poor performing targeting options and expand on the good performing ones.
