How far should government go to collect data? What extent of mass surveillance is permissible as the digital economy sets in irreversibly?

If this question doesn't sound very serious, sample the definition of mass surveillance used by Wikipedia:

“…surveillance is the monitoring of behavior, activities, or other changing information for the purpose of influencing, managing, directing, or protecting people.”

Did you notice the two key words: influencing and directing?

Does it mean by agreeing to mass surveillance, we're letting the government dictate our lives?

    I'm not really sure if surveillance is entirely a bad idea. What worries me is the degree of influence it can have over our behaviour...
